We have two separate domains, each having a standalone exchange 2013 server hosting 50 mailboxes. The requirement is users should be able to send messages to each other with bigger attachment size.
I did the following:
1. Get-TransportConfig | fl *size*
All the values related to size like maxsendsize, maxreceivesize, dsnattachmentsize etc to 200MB
2. Get-SendConnector | fl *size*
All the values related to size to 200MB
3. Get-ReceiveConnector | fl *size*
All the values related to size to 200MB on all receive connectors. There were 4-5 connectors including the default receive connectors.
4. get-mailbox | set-mailbox -maxsendsize 200MB -maxreceivesize 200MB
All users are set accordingly.
5. Lastly I followed step by step in this TechNet article to set limits to 200MB

The irony is users within the same organization are able to send messages more than 50 MB easily to one another.
Between users of different organizations they are not able to send messages with attachments more than 9 MB. I'm not sure what am I missing?
Earlier in different network having exchange 2010 I made changes mentioned above in step 1 only. It works fine.
Also, no transport rules present on either domain exchange servers.
Don't get surprised with the attachment size limit. they needed more than 100-150 MB so I set to 200MB.
what could be the reason? where should I start looking? Please suggest!
