Do I need Enterprise user CAL for setting up corporate disclaimer

We are currently using Exchange 2013 Standard server with Standard exchange user CAL.

I would like to set up both corporate disclaimer for internal and outgoing mail using the rule under the Mail flow of the Exchange server.

Can I legal do it with the Exchange 2013 standard user CAL, or do I require the Exchange 2013 Enterprise CAL?
